Generally it means that something didn't pass the POST examination upon
power up. Perhaps your switch got zapped by lightning or a surge in
general, but something got hosed.
When the switch comes up with a phrase like "the switch is not usable" there
isn't a lot of grey area at that point! I had one toasted by lightning
last year (the ONE thing not plugged into a UPS! (grin)) and it came up with
a similar error.
Replacement is the solution.
