Does it need to be running frame-relay as opposed to plain old multilink
PPP?

The reason I ask this is because the command didn't make it into
"semi-normal" IOS until 12.4(2)T which is not currently tested on.

But otherwise, yes, the class C type for MFR will allow you to set minimum
links and fun things like that.
