I don't know of any way to do this without going through Cisco. The PIX
licenses have to be registered and then an activation key gets created based
on the PIX serial number. I don't know of any way to bypass this since each
key is unique and supposedly only able to work on a single unique device.
Bummer eh?
If you work for a channel partner, it might be possible to strike a deal
with your CAM or SE. It's at least worth a try. Otherwise I would consider
renting rack time. You should be able to hit all the unrestricted features
in a lab in a couple of days.

Hi People,
Regarding the question asked by Dustin. Is there any way to get unrestricted
licence for free. I mean I have a 520 Firewall but It does have a restricted
licence and in order to make the mock labs I will need it has a unrestricted
licence.
Regards and thanks to all.
