Actually I think that applies specifically when one channel partner
hires a CCIE away from another channel partner. And I thought you could
move your association anytime - it's YOUR CCIE. Just that the hiring
company won't be able to benefit from your CCIE # for one year if they
hired you AWAY from another partner/reseller.

Because of their expert skills and experience, CCIEs are in demand among
Cisco's channel partners. To limit the adverse impact of losing a key
staff member, Cisco's Gold and Silver Channel Partner Program sets
policy regarding hiring CCIEs away from other Cisco Channel Partners. In
general, the program rules prevent a reseller who hires a CCIE away from
another reseller, from using that CCIE to qualify for Gold or Silver
status for a period of 12 months. More information can be found in the
Gold and Silver Program Policy Document in Appendix D, Section 4 "CCIE
Policies" or by contacting Partner Support.

I have emailed Cisco on this topic. If you are a CCIE and registered
with a company, that company can hold your CERT for one year after you
leave.
Unless you get fired or they release it. It does not matter when you
actually get the CERT. They do this to prevent companies from luring
CCIEs
from Companies. Because of this, whenever I go to take the lab
(hopefully
not to many more times) I disassociate myself from my company. This
way, when I pass I am not obligated to stay with the "lowest bider".
