If you have scenario such as virtual link, then is an indirect hint to
fix your routerid to the most stable interface.
However, bear in mind that router-id ip address is not always refer to
any active interface ip address, it can be any ip address
non-existence on the router but this router-id must be unique within a
given OSPF area.
