I think you use the rate-limit command
on GSR ISE(Engine3) linecard,
and the 16777215 bytes is the hardware limit.
You can use other qos configuration like MQC on ISE LC
but the limitation is the same.

If you have to configure your rate-limit bc/be value
follow the regular cir<->bc cir<->be formula,
use the other type of linecard(ex. Engine0) is an option.
