I'm not a guru in any way, but I think that the access-list is backwards

Ip access-list sta 101
10 deny ospf any any
20 permit ip any any

Correct me if I am wrong QOS gurus, but I believe you can do this like.
Access-list 101 permit ospf any any Access-list 101 deny ip any any
Frame-relay de list 1 protocol ip list 101 Interface %frame-interface%
Frame-relay de-group 1 %dlci if needed%
