QOS on FR personal opinion

chaps ,
if you were asked ,
guarantee web traffic coming from R5 going to R9 over frame relay.
would you go for FRTS or would you go fo MQC
me I would go for MQC unless instructed.
I am just trying to figure out the ways I might be instructed.
apart from " use FRTS to achieve this" !!
