I do not know the answer to the first question but this is a possible
workaround:
This is a configuration level command = ip tcp path-mtu-discovery
This is an interface level command = ip tcp adjust-mss
the interface level mtu command will allow you to set the mtu for a
serial interface.
interface ser0/0
MTU 4000
Please refer to rfc 791 and rfc 793
