Can the "area range" command only be configured on the ABR that
originated the prefix?

i.e. if an IA route comes across the backbone area to another ABR
(that did not originate it), can the area range command be used to
summarize that route? Is the only way to get rid of this route a
filter-list or distribute-list? Sorry my head is spinning and I'm
having trouble finding documentation on the edge cases...
