I think this one does work. I don't know why those other ACL don't work.
Maybe Scott or Brain can explain

Access-list 1 permit 224.0.0.0 0.255.255.255
Access-list 1 permit 226.0.0.0 1.255.255.255
Access-list 1 permit 228.0.0.0 3.255.255.255
Access-list 1 permit 232.0.0.0 7.255.255.255

I only want even first octect matched (what you have given is all of
them) ---- the XOR calc and 1 off 15 gives me this 14 number --- seems
to work in a wildcard 'tester' (boson or anything) just to make sure I'm
not going mad ---- I am just being lazy and not putting in the 8 even
class A's --- but hey, just curious.
