Not quite sure if I understand the question.
Is it asking to allow all prefixes which start with 128 but are less than or
equal to /8? In other words supernets of class-B 128 with le /8....
If this is the case I would go with 128.0.0.0/1 le 8

I believe the statement 0.0.0.0/1 ge 2 le 8 will match all class-A networks
but will not match 128.0.0.0/8.
