Turning off frame-relay inverse arp causes the router to stop dynamic
learning of the DLCIs, so you will need to map each dlci. This can be
turned on/off specifically for each dlci you want. For example,

Interface s0/0
Encapsulation frame-relay
no frame-relay inverse-arp ip 102
no frame-relay inverse-arp ip 103

(all other dlci's will be learned)

By the way, Arp Frame-relay does absolutely nothing.

Normally, we are required to not use auto-arp for frame-relay during
CCIE exam, I just confuse about the 2 commands:
frame-relay inverse-arp
arp frame-relay
I know frame-relay is necessary to trun off the auto arp. then how about
the 2nd command? also necessary?
