Actually, I think it's more so that the command set will work the same for
IPv6 versus IPv4.

IMHO,
I think the IOS coder assume that we already know that DSCP and precedence
bits are in IP header.
So, just by typing set dscp or set precedence keyword, it will be assumed
set ip dscp or set ip precedence.
both ways are the same.
