Mike,

Do you still work for Cisco?

I don't recall the CCIE Lab recertifying the lower
certs. However, the CCIE Written does.

My older certs CCNA/CCNP/CCDA/CCDP certs expired and I
had to retake them to revalidate them since the window
for the CCIE Written was a few days outside of my
recertification window.

I feel the frustration. So much that I'm going back
and taking the CCDA and CCDP this week and I'll be
taking a CCIE Written again (probably Security, but
maybe RS, too) just in case to ensure all of my quals
are on track.

But it is strange that the lab does not have any
bearing on the lower order certs...

But then they are not prerequisites either...
