From reading through the links you supplied I can conclude the following
two options:

to set the initial time to get a port from blocking into forwarding at
less then 16 seconds use:

spanning-tree forward-time 7 (2 x 7 = 14)

To set the time to get a port from blocking into forwarding after
reconvergence less then 16 seconds use:

spanning-tree forward-time 4
spanning-tree max-age 6

2 x 4 + 6 = 14.
