With a default configuration for FRTS, Tc is indeed 125 msec, however, the
higher the CIR configured in the map-class, the lower the Tc that IOS will
pick.

One cannot configure FRTS for an ethernet interface. Burst parameters for
the ethernet interface will depend on what you configure on that interface.
