The problem is that all TCP traffic, except WWW, and WWW traffic strams
are policed _separately_.

Thus you may have, for instance, 5mb/s of FTP and 3Mbs of WWW, at
the same time. Total 8mb/s of TCP traffic :)

This is why I think nested policers are necessary for this task :)
