This has been discussed numerous times :) 1.5 seconds is recommended
value to calculate burst size suitable for TCP traffic. In this way it
won't
throttle down too much because of too many excessive drops.

But there is no default or best value for burst with CAR. There are some
defaults with MQC, though. AFAIR it's 1/4 sec for policer, and 1/5 sec for
"priority" (I'm not sure with that!) :) With MQC you may just omit burst
sizes.

There are also some "non-tunable" policers in IOS, like "ip multicast
rate-limit"
and "ip rtp priority". They have burst size for 1 second of traffic rate.
