Oh, no problems here.

TCAM reprogramming is kind of weird stuff. I always reload every piece
of hardware before verifications.. just in case :))

But I was unaware of that kind of behavior. Thought it's enough just to
remove and reapply VACL in most cases.

Probably one should have a deep look at "vlan label" allocation and
TCAM content to debug that stuff. That's pretty boring, though :)
