Mike,
Use the 'ip ospf network' to change R4 to an interface type that is
compatible with R1.
If R4 is a p2p and R1 is the default non-broadcast as you described,
adjusting the timers so that they match is great, but they both have one
other dissimilar basic requirement. R1 cannot operate without a DR and R4
does not need a DR to operate, so they will not be able to exchange routes.
