MP and Neighbor command do not have the same function. As well, do a
univercd search on neighbor command and how it can be used for cost
assignments in certain scenarios. I think you will walk away with a better
understanding of this general subject once you put a few minutes of contrast
and comparison of the subject to the test.

See the following list of different ospf network types and how they differ.

You will see essentially the neighbor command is used in an environment
where unicast hello packets are must be sent, and the neighbor command
accommodates specifying the interface of the neighbor which you will be
sending these unicast packets. I would also recommend labbing these varios
network types up at your earliest opportunity. You really need to understand
the nature of how these network types can be manipulated as well as the
variations of neighbor relationships that can be built.

This is implied within the command to create the virtual link.
Area x virtual-link a.b.c.d where a.b.c.d is the 32 bit ospf router-id,
expressed in dotted decimal notation.
Treated as an ospf demand circuit, and point-to-point characteristics.

As I understand OSPF point to multipoint and neighbour command both have
same function in Hub and spoke topolgy. If task doesn't specify what to use
