Making the priority 0 makes it so it will never become the DR, just making
X have a priority of 255 will make it more preferable but if X goes
down , YZ would still be able to become DR because it will have a value
other than 0

In IEWB_it says to ensure that X is the ospf DR and YZ never becomes
DR - the book says to make YZ have a priority of 0 why cant X be a priority
