Not sure about your specific requirement, but I don't think you should run
(or can run) routing protocols over ISATAP tunnels, ISATAP tunnel is a
overlay tunnel it depends on embeded unicast ipv4 address to dynamicly set
up the tunnel (routing is automatically taken care of by underlying ipv4
infrastructure), while routing protocols often use multicast destination
addresses.

Unlike mGRE which can rely on NHRP to resolve next hop addresses.
