Dan,
What about manipulating the default auto-reference bandwidth on one of the
spoke routers? Increasing the value of the auto-reference bandwidth, will
increase the cost of the routes from that spoke router, and the spoke router
will pass that information to the hub router and when the hub adds its own
cost to the routes coming from both spokes, it will prefer the route with
the lesser cost.
