Dave,

you probably confuse the concept of AVG and AVF.

"glbp priority" works for AVG election (there is single AVG)
"glbp weighting" is for AVF.

with AVF weighting, actually, there is no "active" AVF, they are all
active, but have different load-balancing weights, and therefore
different load.
