Thank you all for your pointers..

On R1, i mapped the LINKLOCAL of R2's Serial and similary on R2, i mapped
the LINKLOCAL of R1..Still no luck...Any idea what i am doing wrong here ?

R1# sh ipv6 int s1 | inc FE80
Serial1 is up, line protocol is up
  IPv6 is enabled, link-local address is FE80::209:11FF:FE60:A838
R1(conf-if)# int s1
R1(conf-if)# frame-relay map ipv6 FE80::209:11FF:FE60:A838 112 broadcast

R2# sh ipv6 int s1 | inc FE80
Serial1 is up, line protocol is up
  IPv6 is enabled, link-local address is FE80::250:73FF:FED2:3100
R2(conf-if) int s1
R2(conf-if) frame-relay map ipv6 FE80::209:11FF:FE60:A838 211 broadcast
