yes, that is correct...you have to wait 12 month, if the person is already
associated with another partner. Since you are already a partner....you
should be able to logon to CCO and post the person's name and CCIE number.
They should be able to get back to you rather quickly to as the status of his
specific certification.

I believe the rule is if a CCIE is hired AWAY from another cisco
partner, then you'll have to wait 1 year before being able to use their
CCIE status.

Cisco limits the recruiting of CCIEs from one partner to another
Because of their expert skills and experience, CCIEs are in demand among
Cisco's channel partners. To limit the adverse impact of losing a key
staff member, Cisco's Gold and Silver Channel Partner Program sets
policy regarding hiring CCIEs away from other Cisco Channel Partners. In
general, the program rules prevent a reseller who hires a CCIE away from
another reseller, from using that CCIE to qualify for Gold or Silver
status for a period of 12 months. More information can be found in the
Gold and Silver Program Policy Document in Appendix D, Section 4 "CCIE
Policies" or by contacting Partner Support.

  My company is about to hire a CCIE from another cisco partner , the
guy has got is more than 1 year now ..can we use his status in our
company renewal partnership ?

  or our company need to wait for 1 year ..no matter for how long this
guy is carrying his status ??
