I haven't worked with a SAT link in 6 or 7 years. 
Back then they were still using X.25 for the layer-2
even though X.25 had already disappeared from most
terrestial circuits.  
You say that this is VoIP and I consider that distinct
from IP Telephony.  For a pilot demo just to prove the
working concept of VoIP over SAT to the client I would
Install an IAD at the remote and cable up some of the
existing analog phones to the IAD.  I recommend either
the Audiocodes MP-1xx or Adtran TA6xx series. Both are
economical and functional.
