You can do it through the acl, you can allow your routing protocols (if that
is what you want to do). Or, simply stop all protocols. You cannot shut down
an interface and turn it up again with the acl (hardware, wise). For that,
you would want to look into the kron application (something I need to look
into more myself).

You can do the same with any type of interface....essentially, you are simply
stopping the traffic (or whatever type of traffic you want). Give it a try in
the lab.
