It is not true that you can only switch a DLCI and not also
terminate a DLCI when you have a router act as a Frame Relay switch. In
the example from the link below R3 is terminating all of the DLCI's and
not switching (aka routing) any of them. I would highly recommend that
you try this configuration out to help get a better understanding if you
believe the router acting as an FRS can not also terminate DLCIs.

Brian,
you are right about running back to back frame relay connection without
disbaling keepalives. but looking through your link shows that one of
the routers is acting as a frame relay switch. meaning that on those
interfaces of the router acting as a frame relay switch you cannot
route, you can only switch. in this context disabling keepalive is what
will help Mr. Simon. but its really good to know about other options in
life.
