It shouldn't matter, as synchronization is turned off, even 54.1.1.254 is
not pingable, the updates should still show up in BGP table.
I would "debug ip bgp <neighbor> updates" on R3, R5, it should give you the
reason why BGP updates from R6 did not show up on R3/R4's BGP table.
