I think there is another way then xmodem and tftp boot.
You have to set the config register to 0x2101, boot into the boot IOS and then you can load the image to the flash by tftp.

It looks like you upgraded to an image that requires more RAM than you have installed. There are two ways to fix this, both from rommon. You'll either had to xmodem the old image up, or setup a pc as a tftp server and use a tftp boot to get the box up to the point you can fix it.

Both are a pain in the rear, but hopefully you've got the router local to you and you're not trying to do this remotely.

Search CCO for the docs on how to fix a corrupted IOS on a 2500 series. There's a couple of good docs there that cover this process in a lot of detail.

Guys/Ladies-

How do I fix this mess? I upgraded the ios to 12.3 (Must have been the wrong one.) It was small enough to fit into flash and when it loaded it had a memory allocation failure. Then it tries to load from the TFTP server where I got the image from. Below:
