Yes, you are correct. A way to solve this is layer 2 protocol tunneling on the switch allowing cdp. This way, the two routers will see each other as a cdp neighbor and odr will then work.

Hello Folks,

I was practicing ODR and noticed that I was able to get it working over Serial
links, but not over Ethernets. The Ethernet link is question goes through a
switch in between. Since ODR uses CDP, I am assuming that this is normal as
routers see the intermediate switch as its CDP neighbor and hence are not able
to pass CDP "routes" between them directly.

Can someone please confirm this or prove me wrong.
