Hi Pandi,
Yes you have to use "no frame-relay inverse-arp" in both cases because it
says "Do not use frame relay inverse ARP to build the FR network" the
statement is telling you TO NOT USE so if you leave the frame-relay
without puting the command "no frame-relay inverse-arp" you would be
using frame-relay inverse-arp so the "do not use" tells you to use the
command, you see the ccie lab apart from your knoweldge you have to be
careful with the wording of the requirements, they seems to be tricky
most of the time.
So both of the cases use "no frame-relay inverse-arp" and other things
such as redistribution when you read something telling you do a
redistribution between OSPF and RIP (the between means mutual
redistribution) from OSPF to RIP and RIP to OSPF.
