To exactly represent what the code counts, the question (IMHO) should states
bits not bits per second, but as I stated in my first reply, it is all in
the wording and a correctly worded question could reference bits per second
and still be accurate, I have not seen the entire question so cannot comment
fully.
If something like this happens in the exam, approaching the proctor and
asking for clarification, as long as you demonstrate your understanding of
the technology being tested, should get you pointed in the right direction.
However, I would be surprised if an exam questioned bits per second when
asking for a burst configuration, as getting a specific bits per second by
configuring a burst cannot be guaranteed, as it is dependant upon the
profile of the offered load to build credit so that the burst can be used in
the first place.
