I believe the answer is much simpler than the discussion so far would
suggest.
The requirement is for a burst of 64000 bits. Burst is never measured in
bits per second as far as the router is concerned. A question needs to be
very carefully worded such that a bits per second rate is possible to be
defined by the burst paramter. Basically it has to refer to enough credit
being built up for full burst capability, or something similar, and then the
offered load has to be able to take advantage of the burst capability when
it is available, and this will only be true for one specific second, not the
subsequent second as all credit will be used to send that one burst and
credit then has to start to build up again before it can be used.
When I configure a policy-map with priority, I get the following options
R1(config-pmap-c)#priority 128 ?
<32-2000000> Burst in bytes
<cr>
So if the burst needs to be 64000 bits, that is 8000 bytes.
