Are you sure about that? I'm sure I remember reading that dialer watch
doesn't require interesting traffic?

Hey there Dave,
Depending on your config, the answer should be the time based acl for
interesting traffic. Although you're running dialer-watch for it to
kick in, you'll still have to specify some interesting traffic to bring
the line up - same as with backup interface.
Have a pop with a time based acl and see if it does what you're after.
