Yes, I did test the distance command to the EIGRP external routes,

and the result I found was "The distance command is is applied to the EIGRP internal routes."

I had a hard time with this issue and tested in the lab.

By the way, the original question was "Whether the distance command can be applied on an interface basis",

and I don't think one can since the command syntax won't allow it.

However, you can use Novais' solution instead.

If the interface is connected to a multi-access network, use the network address as the source address.

If to a point-to-point network, use the interface address of the router on the other side.
(or just network address of the link)

Oh, one thing.. Last but not least. For OSPF, the source address should be the router ID,

not the interface IP address of the other side router.
