Unfortunatley it's a very personal decision. I.E. you would
have to look at your score and make an
educated guess as to how many more points you would need and
then how likely you are of getting those.
The unfortunate aspect is you can't really make an educated
guess but rather only a ballpark guess based on
your overall score and what you think you missed. I had the
same experience in that I came out feeling very
confident yet did not pass. I was so confident I donated an
extra $250 to Cisco for a regrade. Took several weeks
before I received my second "You Failed" notice :)

I believe the percentage is low for passing on a regrade
based on previous posts - but again each person must
look at their individual situation to make a determination
of whether it makes sense to get a rescore.
