I would say you are using a class-map, you're using the available class-map
that matches all traffic not assigned to any other class-map.
You can configure it as shown.
There are however restrictions on what you can configure on an SVI though.
vlan-maps tend to be the best way to do things on a per vlan basis, but thet
have limited functionality. All depends what exactly you're trying to do.
