CCIE Voice

  I don't how much my question is relevant to the CCIE Lab, but I heard that these type of questions can be part of the Lab in future.
   
   
  HIPAA and Voice Privacy.
   
  I heard lot of government agency require not to be able to access (VoiceMail or TTS) messages even by the Call Manager administrator, and if not comply properly then heavy penalites can be applied to the Vendor. What can be done to make sure that even the Voice Administrator shouldn't be able to access any Voice Messages left for subscribers inernally or externally Thanks !
