User level access

I am having some difficulty configuring the following :
user test should be able to execute the following commands
1) ping
2) turn off debugging
3) change an ip address of an interface

username test passsword cisco
username test priv level 5
privillege exec level 5 ping
privillege exec level 5 undebug all
line vty 0 4
 login local
!

I am able to configure the router in my lab to satisfy conditions 1 and 2 but I can't figure out how to configure part 3.

I have looked on Cisco's website but nothing conrete ..
Any guidance is greatly appreciated
