I actually just found the problem. It was actually due to a recursive
route lookup, but was masked in the debug due to a redistribution error.
Once the redistribution was corrected, I noticed that the SP was sending
their route with a /31 mask and I had a /29 in my static routing. I
applied a distribution-list to temporarily solve the problem until I can
get the SP to fix their advertisement.

Just a guess hard to say without seeing the config.
Are you doing multihop eBGP by chance ?
