It depends what do you mean by below 10.0.0.0/8

then it can be accomplished with ACL
acce 10 permit 0.0.0.0 7.255.255.255 !will permit networks begging with 0-7
acce 10 permit 8.0.0.0 1.255.255.255 !will permit networks 8-9

space then it will be prefix-list:
ip prefix-list below10 permit 10.0.0.0/8 ge 9 le 32
Apply this filtering by distribute-list.
