There is a number of options here:
1. Loopback the interface on the this will only
work with T1/E1/E3 and *not* X21. If you are
running HDLC then the int will be up/up but
will not pass traffic.
The ISIS adj will go down after the hold time.
So routes learned over the interface will be
removed from the table however it will not
stop ISIS sending the connected interface
route to other routers.
You can stop it sending the connected by
adding "down-when-looped" to the config.
We see this as useful as often the telco
will loop a link and forget to take it off and
the NMS system will show the link up/up.
2. You could use an ACL to deny all IP traffic.
In this case ISIS adj will stay up as it uses
CLNS for transport.
