Subject: Help understandiing IN/OUT

Guys,

Help needded here:

in acl it is simple:

IN ==> coming to the router
OUT ==> coming from the router

But in

OQS
CATLYST (WCCP, QOS)

What does it mean?

is it the same??
 Example:

if i am getting a question regarding QOS in 3550:

Mark all the packets coming from VLAN X with IP precedence 5?

How should i do it?
