Leigh, I think your approach of not doing something unless it is specifically asked for is, in general a good philosophy. However one also has to bear in mind that points are only awarded for a working configuration. So to answer the original question, should one enable mls qos and a trust state in order to get a working configuration?
 
From that perspective I would say both the global configuration of mls qos and the trust state need to be configured for the voice vlan feature to work as intended.

In the lab, you'll be asked to do something specific. You could either
