From what I am told, the answer is no. As you correctly point out a
network can work as intended with rib failues, as all it means (as I'm sure
you know) is that the same route with a lower admin distance is available.
In fact I can think of a number of scenarios where the exam could ask you
to stop a prefix from being advertized to a peer, then forbid all the usual
mechanisms and leave you with the use of the BGP command bgp
suppress-inactive that prevents rib failure routes from being advertized in
updates.
