Rate Limit question

Hello,
Look what happens when I wnat to configure rate-limit on input with 8000kbts
of normal burst
It is 1000 of bytes and Cli shows that this is acceptable value.

R6(config-if)#rate-limit input 256000 ?
<1000-512000000> Normal burst bytes

R6(config-if)#rate-limit input 256000 1000 ?
<2000-1024000000> Maximum burst bytes

R6(config-if)#rate-limit input 256000 1000 3000 ?
conform-action action when rate not exceeded

R6(config-if)#$00 1000 3000 conform-action transmit exceed-action drop
Illegal normal burst size
Increasing normal burst size to 1500

So why is this than illigal normal burst size and why the router
automatically increases it to 1500 value??
